A dummy dimmer is a on and off 2 way switch, but it looks like a rotary dimmer.
The example of use could be in a kitchen where there could be a two gang dimmer light switch installed, where one dimmer is controlling a dimmable light fixture. And then the dummy dimmer is controlling a non dimmable circuit.
